Municipalities as drivers of renewable energy: fostering social participation in renewable energy deployment processes in Gironès, Alt Empordà and Baix Empordà

What makes this project relevant?
It is an opportunity to build energy governance from the municipal level. When local councils choose to take a proactive role in renewable deployment and consult citizens, a new space opens up to promote a just energy transition.
The collaboration between local councils, the Girona Provincial Council, Km0 Energy and Eudemon becomes a public-private alliance that supports decision-making on municipal renewable strategy.
Citizen participation processes are put into practice in a conflictive context, making it possible to validate the Eudemon methodology and highlight the need to address these debates at county and regional levels as well.

  • Identify key areas of consensus and dissent generated by renewable project deployment in Girona province.
  • Develop and validate a social dialogue methodology that can be replicated in other territories.

Municipal roles Validation of possible municipal roles: promoting renewable development from a local perspective, level of involvement in projects, and advantages and disadvantages of each strategy.
Grup de treball en una sessió participativa
Activities carried out Conceptualization, design and delivery of five participatory workshops in municipalities of Alt Empordà, Baix Empordà and Gironès (November 2025 and March 2026). Conclusions report: identification of agreements and disagreements on the different topics addressed, and the intensity level of each one.
